Germany's new government has said in its coalition agreement that it will realign its drug and addiction policy and plans to introduce the controlled sale of cannabis to adults in licensed shops. In Luxembourg too, there have been reflections at governmental level to legalize cannabis since 2018. Even if these plans cannot currently be called advanced either in Luxembourg or in Germany, legalization, at least in part, has become very likely in both countries in the foreseeable future. While discussions of health and social opportunities and risks are in full swing at the national level, there is virtually no reflection on how legalization might affect the cross-border financial sector.
