Abstract
I give a complete overview of the European Union (EU) - central bank law, based on a functional approach. My ultimate goal is to present and systematically analyze the role of the European Central Bank (ECB) as a monetary and banking supervisory authority in the euro area. In addition, I underline the role of the ECB in macro-prudential financial supervision and in relation to the resolution of credit institutions, as well as its limited (but still important) powers in matters of last resort loans to creditworthy credit institutions of the EU exposed to liquidity risk. Its related tasks and powers are presented in the light of its interaction with the national central banks (NCBs) within the Eurosystem, the European System of Financial Supervision (ESFS) and the two mechanisms - pillars of the Banking Union (mechanism Single Surveillance (MSU)). and the Single Resolution Mechanism (SRM) in which the ECB and the NCBs participated.
